HUD says homeless services program overhaul on pause after federal injunction
The federal housing agency said it will implement changes to the Continuum of Care program if the injunction is “no longer in effect”

The findings follow a cluster of 11 homicides and two attempted murders committed or alleged to have been committed by 14 soldiers between 2005 and 2008 that led to the investigation, write reporters Michael Riley of the Denver Post and Tom Roeder of the Colorado Springs Gazette. At a press conference Wednesday, Fort Carson Army spokesman denied a link. But their own report contradicted that statement, Riley and Roeder wrote. "Survey data from this investigation suggest a possible association between increasing levels of combat exposure and risk for negative behavioral outcomes," it said.
